THUMBS DOWN to the Dallas City Council for belatedly and lamely grappling with die problems that the state’s new concealed weapons law, which kicks in Jan. 1, will pose for the city. Will guns be allowed on DART buses? In parks? In parks with pools? In churches? All these complications remind us that it would have been nice if our local elected officials-councilmembers and state legislators-had done more to head off this unfortunate law. Now, it’s too little, too late, folks. (P.S. to Gov. Bush: Could we borrow your bodyguards? )
