THUMBS UP MAKING SIDEWALKS SAFE

THUMBS UP to the Dallas City Council for passing what might be called the Safe Sidewalks Ordinance of 1991, The unanimous vote outlaws “solicitation by coercion,” a growing problem on downtown streets where women in particular have been the targets of aggressive panhandlers. Those who want to give money to the down-and-out should give. Those who don’t shouldn’t be hounded and harassed for their decision.
