Reese Dunklin, who knows a thing or two about public notices, writes:

I can do you one better. Brooks Egerton and I, as part of our investigative series on the taxing districts back in 2001, found one agenda stapled to a tree covered with poison ivy, behind a rusty barbwire fence in Parker County. It was akin to a game of hide-and-seek to find the official agendas, but the poison ivy case was by far the best.

If that’s not government openness, I’m not sure what is.
