Luna de Noche fans will get that old familiar feeling at Casa Milagro, a new Mexican restaurant in east Richardson. There’s Luna’s cilantro-spiked salsa, not to mention Eddie Galvan, a fixture at the Richardson Luna until he left to open Casa M with Arnold Nitishin, ex-operations manager for the M Crowd. They’re doing combo plates, of course, but the signature dish is chiles rellenos—roasted not fried—filled with shredded pork, shrimp, steak, or super-tender brisket. The location in a lonely shopping center turns out to be inspired: there’s a whole populace on the east side of families and telecom workers who throng the place for lunch and dinner, too.
