THUMBS UP to the Dallas City Council for approving a 14-1 council redistricting plan that gives African-Americans a good chance at electing five council members-even though the approval came grudgingly, and only after the Justice Department hinted that a previous version of the plan allowing for only four black seats would not pass muster. Our long civic nightmare, let’s hope, is beginning to end.
