Thumbs Down to City Councilmen John Leedom and L.A. Murr for their proposal that the city ban the broadcast of R-rated movies on cable television when it comes to Dallas. Such a ban would put the city on a collision course with the Federal Communications Commission, which has already ruled that local governments can’t censor national pay-TV networks like Home Box Office. For the City Council to propose censorship when it knows other cities have already tried and failed is pointless – especially in light of the fact that networks like Home Box Office will be a viewer option, for which subscribers will pay extra. Since each cable customer can decide for himself what appears on his television screen, why should the City Council butt in?
