ALLYN & COMPANY JOINS WITH FLEISHMAN-HILLARD, POLITICAL FIRMS TO LAUNCH “VOX GLOBAL MANDATE”

Dallas-based Political Media/PR Experts to Help Lead New International Division of Parent Corporation

Dallas, May 23, 2005 — Fleishman-Hillard International Communications has launched VOX Global MandateSM — a new global campaign, advertising, polling, political consulting and public affairs business that will provide the election-winning expertise of leading political consultants — U.S. and international — to corporations, candidates, political parties, democracy movements, issue advocacy campaigns, trade associations, and nonprofit causes around the world. VOX Global Mandate was launched in Paris, London and Beijing last week by the new division’s leadership team, including Dallas-based political consultant Rob Allyn.

“Cutting-edge campaign tools increasingly are sought after by Fortune 500 companies, heads of state, political parties and industry associations who want the winning edge in issues advocacy, grassroots persuasion and political campaigns,” said Fleishman-Hillard Chairman and Chief Executive Officer John D. Graham.

“No one is better equipped to provide the state-of-the-art expertise to advance issues in the global democracy than the best political strategists from the Republican and Democratic parties, who have pioneered these services for presidential, prime minister, and party elections in more than 500 successful campaigns worldwide.”

“With the explosion of information technology, media and plural democracy around the globe, public opinion matters more today to corporations, governments, political figures and institutions than ever before,” said Rob Allyn, president of

Allyn & Company and co-chair of VOX Global Mandate. “Elections, regulation, and policy shape the new global economy where selling ideas is more powerful than selling products. Building upon the successes we have had internationally, VOX Global Mandate can help clients shape issues in the global democracy.”
Headquartered in Washington, D.C., and London, VOX Global Mandate will harness the award-winning resources of three premier political consulting firms, all owned by Fleishman-Hillard: GMMB of Washington, D.C., Los Angeles, and Seattle; Allyn & Company of Dallas, Austin, Phoenix and Mexico City; and Mercury Public Affairs of New York, Washington, D.C., Albany and Buffalo. Together, these three firms and their 200+ professionals have been involved in successful campaigns in all 50 U.S. states and in countries around the world, providing TV ads, consulting and creative services to the Clinton, Bush, and Kerry campaigns, Presidents Vicente Fox of Mexico, Nelson Mandela of South Africa, Valclav Havel of the Czech Republic, and Prime Minister Perry Christie of the Bahamas. Their experience also includes successful political party campaigns, TV, print and outdoor advertising, media consulting, debate preparation, speechwriting, and polling projects in South Korea, Great Britain, Japan, Indonesia, Mongolia, Panama, Argentina, El Salvador, Chile, the Philippines, Canada, the former Yugoslavia and the Middle East.

Based on the principle that “In a world of ideas, voice is power,” VOX Global Mandate will combine the international expertise of the three political firms with the global network and international public affairs and political expertise within Fleishman-Hillard’s worldwide network of more than 2,000 professionals in 22 countries.

VOX Global Mandate will be co-chaired by GOP consultant Rob Allyn of
Allyn & Company; Kevin Bell, Fleishman-Hillard’s regional director for the United Kingdom and South Africa, a strategist/adviser to the Conservative Party of Great Britain; noted Democratic media guru Jim Margolis of GMMB; and New York/D.C. GOP political pollster and consultant Kieran Mahoney of Mercury Public Affairs. Each has more than 20 years of global campaign expertise, advising Fortune 500 CEOs, presidential candidates, prime ministers, U.S. senators, representatives, governors, mayors, political parties, and heads of state on five continents.

VOX Global Mandate will offer clients a complete package of state-of-the-art campaign services, including a behavioral approach to public opinion research, advertising, direct mail and grassroots communication techniques that persuades public opinion on issues and ideas, advances the client’s cause on public issues, and truly moves people to action and to influence public policy. The suite of advertising and market research services offered by the new company includes polling, focus groups, telemarketing, TV and radio advertising, print and outdoor campaign materials, direct mail, graphic design, broadcast production, media planning, and media buying. With GMMB’s extensive in-house creative, editing and TV production studios in D.C.; Mercury’s breakthrough polling capabilities; creative political media and direct mail by Allyn & Company; and the global media buying leverage of Omnicom (NYSE: OMC), the world’s leading media, advertising and public relations holding corporation, VOX Global Mandate offers clients a complete package of campaign tools.

In building its business, VOX Global Mandate will partner with Fleishman-Hillard’s global network of 80 offices on six continents to provide local, native-language, culture-specific public relations, public affairs and government relations services in the emerging majority of democratic nations around the world. The firm will aid corporate clients seeking to solve public problems using the political campaign model, along with overseas political campaigns and democracy movements.
