Getting around to various DART, DISD, and council meetings lately, we’ve noticed that our local elected and ap-pointed officials are getting tied in knots by the rules of order. Can you blame them? For example, if a substitute motion is on the floor, it must be discussed and voted upon separately and before the original motion, unless the substitute motion was amended, in which case it also must be discussed and voted upon unless the substitute motion amendment is agreeable to both the amendment motion-er and-oh, never mind.
