Developer Looks to Build Apartments Near Fair Park. Larkspur Capital is seeking city approval for a project on a vacant block near the corner of Haskell and Parry avenues. Larkspur is responsible for the nearby Willow, whose website invites residents to “live on the edge of quaint, on the gritty side of charming.”
