THUMBS DOWN to Texas TGV, the group hired to build a $5.7 billion high-speed rail system linking Dallas and four other large cities. Throughout the selection process, the French-backed TGV swore that the entire project would be completed with private funding-no federal money. And now. the group announces that it will seek federal grants, bond money, and land from the cities involved. We’ve heard of breaking campaign promises, but mon Dieu! Talk about gall.
