THUMBS DOWN THE UNKINDEST CUTS

HUMBS DOWN to the DALLAS CITY COUNCIL for allocating 70 percent less funding for 1992 AIDS services than was given in 1991. Council members argued that the $1.5 million of federal funding that Dallas expects to receive next year from the Ryan White Care Act will make up for the cuts. But other government monies are being scaled back or eliminated, and the Ryan White funds were meant to supplement, not replace, city spending.
