THUMBS UP to the Dallas city council for loudly criticizing DART’s record on hiring minority contractors-yet having the sense to make an uneasy peace with the agency. The council’s threatened blocking of construction proved that new members like CHRIS LUNA aren’t going to be puppets of Mayor Steve BARTLETT. It’s past time to fish or cut bail on mass transit. The council is saying: We’ll be watching, but let’s get on with it.
