On Dec. 11, 1996, the Dallas City Council approved a motion to authorize The Dallas Morning News as the official newspaper of the city for a contract of 12 months. The News, the “lowest responsible bidder,” won the right to publish all ordinances, recruitment advertisements and official notices of the city in an amount not to exceed $400,000.
