THUMBS UP to Dallas City Manager JAN HART who deserves much of the credit for Dallas’ selection as the best-managed city in America by the respected Financial World magazine. Lauding the city’s long-range planning and “commitment to honestly balancing the budget,” among other things, the magazine’s editors gave Dallas a perfect 4.0 rating out of the 30 large cities surveyed. The honor reminds us that, even during a period of civic turmoil, Dallas is on the right track.
