Bill Niess, a drug addict trying to get more narcotics, had twice cut his arms with a razor on Dec. 15, 1936, and was twice taken to City Emergency Hospital. Exasperated, a doctor asked, “Why don’t you cut your throat?” Niess did, and was back in the emergency hours.
