Not surprisingly, US News & World Report says Dallas-based JC Penney is a “loser” based on profit/loss in December 2009, stating:
This mid-market department store is caught between strapped consumers trading down to discount chains and recovering spenders looking for a more refined experience. Sales may not bounce back until the housing market stabilizes and unemployment recedes.
