WE KEEP MISSING THE BIG STRIKE, but the lottery is working for some lucky stiffs. As of early April, 19 winning Lotto tickets had been sold in Dallas County, paying out $2 S6 million. By the way, half of the winners sa far have been “quick picks.” They didn’t even have a system. Ouch.
