DDISON CIRCLE



In the town of Addison, a suburb of Dallas, Columbus Really Trust has recently broken ground on a new mixed-use district called Addison Circle. The result of several years of planning, this 80-acre, planned development district is an example of a public/private sector initiative aimed at creating a sustainable 3,000-unit, high-density urban neighborhood with supporting retail and employment within a classic “edge city” setting.

The idea for a special mixed-use urban residential district was suggested first in 1991, and more recently in an Addison community-based visioning program. These studies identified several public policy goals, including the need to create a physical focal point engendering a sense of community and a place for Addison’s citizens.

The Town of Addison sought a comprehensively planned, sustainable, residential development, and a likely model was found in the Columbus apartment home communities in the State-Thomas Planned Development District, a 130-acre, intown neighborhood near downtown Dallas.

Created in 1987. the State-Thomas district established new urbanism standards that were then new to the region. Integrated into the area was a careful mix of residential and commercial uses, including offices, street-level retailers and cafes.

In conjunction with Columbus and property owners Gaylord Properties. The Town put together a planning team, and using State-Thomas as a guide, worked with consultants and Town staff for eight months.

The final plan for Addison’s special urban district contains several designs and development components thai distinguish it from typical multi-use suburban projects.

Its framework incorporates a district-wide, pedestrian-friendly street grid made up of residential collector streets and a series of more randomly spaced garage access mews, wide sidewalks, paved crosswalks, “neck-downs” or curbs, shade trees, benches, signage and outdoor lighting.

The plan proposes creating two sub-areas: one, the interior mixed-use zone, is planned for approximately 3.000 to 4,000 residential units with life support retail and community services. In the second sub-area, up to 4 million square feet of space including high density office, residential, hotel and supporting retail uses, will front the Dallas North Tollway.

Public spaces will offer urban parks, jogging trails and Town-sponsored events, and the district’s signature physical feature, a traffic roundabout.

The first phase of Addison Circle’s development currently is under construction and includes 444 residential units. Completion of the first phase is scheduled for early 1997,
