DALLAS SPEAK 14-1 The Dallas City Council is composed of 14 single-member-district representatives and the mayor, elected at large. Council members are elected for two-year terms; the mayor for four. To more accurately represent the ethnic diversity of the city, the 14 newly drawn districts are no longer geographic blocks-that’s why some districts are shaped like an hourglass and others are long and narrow, stretching across the city.
