NORMAN SCHWARZKOPF and President GEORGE BUSH declined to attend-and the city of Dallas pledged only token support-organizers of the gala began to panic, fearing that a poor turnout would humiliate the city. Perot stepped in. lending valuable staff support and helping to generate much-needed media coverage. Perhaps just as important, he invited Vietnam veterans to join the parade, giving them a belated salute of their own.
