In June 1898, the constitutional guarantee of a swift and speedy trial was alive in Dallas. On Monday, June 13, police arrested Tom Lockett for robbing a railroad sleeping car bringing Shriners to Dallas. Two days later he was convicted and sentenced to two years in prison.
