THUMBS UP to FORREST SMITH, of the law firm Arter & Hadden, for shaking up local political and business leaders with a report dubbed “’Dallas First.” Admitting that Dallas is losing out to the suburbs in attracting and keeping businesses and residenLs seeking a higher quality of life, the report, authored by BERNARD WEINSTEIN and HAROLD GROSS of the University of North Texas, goes so far as to suggest higher taxes and tax-base sharing between the suburbs and Dallas.
