thumbs down to TU Electric for spending $38.9 million-four times the amount Texas spends annualy to regulate all utilities-to justify a rate increase for Comanche Peak, which is more than 1,000 percent over budget and a decade late in opening because of shoddy workmanship and poor management. Now TU is attempting to bully and buy its way past the regulators. If TU wants to instill confidence in its ability to operate a nuclear plant, this isn’t the way to do it.
