International City noun. An ideal metropolis, the ultimate cosmopolitan milieu thought to be found in Paris, New York, Zurich, etc., to which all lesser cities are supposed to aspire. In local rhetoric, the I.C. is always defined in terms of what the speaker just happens to want: better museums, a bilingual populace, a rail system, more highbrow film festivals, etc.
