While the city council wants to make the West End more like the French Quarter of New Orleans, with more street lights and pedestrian-friendly streets, DART and the city are planning to dig it up. West End business owners are predictably worried about plans to tear up Pacific Avenue to lay a new storm sewer and build the new subway. Says West End Association chairman of promotions and publicity John Martin. ’DART understands that this is the area downtown with the most potential for disruption. We are still waiting for the final word.”

The DART staff expects to begin construction on Pacific Avenue with the city in January. It will take two years to complete, and that will probably be the final word.
