THUMB AWARD THE COUNTY CLERK’S COUP

I Thumbs Up to Dallas County Clerk Earl Bullock for keeping his office in the black for the second year in a row. Until Bullock came on board in late 1982 and instituted some new management techniques and a more automated system of conducting business procedures, the county clerk’s office had never turned a profit. Last January, we noted that Bullock’s office collected $114,000 for the county’s general revenue fund from monies generated from real estate filing fees, criminal and probate court filing fees and a 5 percent cut from fines levied in criminal cases. This year, Bullock delivered a whopping $843,323 to the county. He says that a lot of the 1984 fiscal year profit is due to the tremendous number of real estate transactions that took place.
