Thumbs Down to the Lancaster City Council for bowing to pressure from area residents who protested a zoning permit that would have allowed a supervised home for six retarded women to be located in a neighborhood there. Some residents who petitioned the Council said they feared that their children might be endangered by the women. Homeowner Kenneth Kee said that property values would likely decline, thus making it difficult to sell houses in the 26-home neighborhood. City Councilman Philip Mercer was the only one to vote in favor of the permit, saying that the six women are “simply citizens who want to grow in a normal environment.”
