Thumbs Down to Arlington City Councilman Jim Norwood for obviously using his position on the Arlington City Council as a platform for airing his moralistic beliefs. The born-again Councilman chose a September City Council meeting to launch a campaign against homosexuals, who, according to Norwood, cruise Randol Mill Park. As a result of Norwood’s crusade, Arlington citizens will pay $110,000 for the salaries of four undercover police officers assigned to monitor the activities at the park.
