Thumbs Down to City Councilmembers Elsie Faye Heggins and Fred Blair for going over the mayor’s head and organizing separate South Dallas task forces. The mayor’s task force on South Dallas should be sufficient; if it isn’t, councilmembers should be able to work together toward the same goal. Nothing is being gained by dividing into two-now three-factions (Heggins decided to form her own task force just days before Blair decided to start his) except, perhaps, an overlapping of the workload and a general slowdown in the process. It’s time for Mayor Taylor and the two coun-cilmembers to reconcile their differences. South Dallas is suffering because of them.
