Thumbs Up to the Dallas City Council for contracting William H. Whyte to do a study of the City Hall plaza. Whyte has tremendous credibility in urban planning: He is a member of the President’s Task Force on Natural Beauty and is regarded as a leading authority on planning urban spaces and preserving the natural landscape. It was wise of the City Council to realize that rejuvenating the plaza is not a job for an amateur. The $10,000 price tag for the project is a bargain.
