THUMB AWARD THE CETA PROGRAM THAT WORKED

Thumbs Up to the CETA Arts Program of Dallas, a pearl among the troubled programs of the Comprehensive Employment and Training Act, which fell under President Reagan’s budget ax. During its four years of ex-istence, CETA Arts placed 400 artists in jobs, and brought the arts to thousands of people in Dallas who might not otherwise have gotten a chance to paint a picture, play an instrument, or see a play. The program has become a model for other programs in the nation, and is the subject of a Department of Labor film and a case history study. With typical professionalism, CETA Arts didn’t end with a whimper, but a month-long festival highlighted with an accomplished play, The Butterfly, featuring disabled actors.
