City Hall insiders are curious about Mayor Bob Fol-som’s conspicuous absence from the National League of Cities meeting in Las Vegas recently. The gathering has always been a must for big city mayors. Most read Folsom’s no-show as a sign of his growing indifference to his job and a sure indication that he’s running for a second full term only out of obligation to the business community, who had no other way to stop Bill Blackburn. Folsom’s lack of interest, according to City Council observers, stems from the simple fact that he’s accomplished all he set out to do three years ago – namely, passage of the arts district bond measure and the down-town sports arena.
