Thumbs up to City Councilmen John Leedom and Steve Bartlett for the creation and passage of council guidelines that should keep the process of awarding a cable franchise from turning into the ethical vacuum it has in other major cities. Leedom’s plan requires franchise bidders who communicate with one council member to communicate with all council members at the same time – ruling out one-on-one smoke-filled room sessions. Bartlett’s plan requires full financial disclosure by all franchise bidders, to keep a cable company from selling or giving a council member a small piece of the company for his vote. Both provisions were passed unanimously by the council just before Christmas.
