The Metroplex Animal Coalition says it spayed and neutered 1,081 dogs and cats owned by low-income families from January through June. That compares to 1,977 surgeries all last year, and 1,257 the year before. The bad news is, the program that’s free to low-income pet owners is running out of dough.
