Mysterious Yard Flags in North Dallas

A loyal FBvian asks for help from the Nation with a situation he discovered in his yard:

I arrived home from work yesterday to find two small, orange survey flags in my front yard. They were on the exact east and west property lines of my house. And where the flags were stuck, an inch-deep scoop of grass and dirt had been removed. My house isn’t for sale, and there were no flags in the alley. No other neighbors had flags. The flags weren’t marked or branded with a service provider or company logo. I live in North Dallas. Anyone know what’s going on?
