WHY CRIME IN DALLAS WILL CONTINUE TO PLAGUE US

First reason: there are bad people out there. Second reason: there are bad cops out there, and Chief Kunkle can’t fire them. Or he can fire them, but then they just get their jobs back. The lead:

Over two weeks in June, Dallas Police Chief David Kunkle fired 12 officers in what was billed as an unprecedented housecleaning aimed at improving the department’s image and creating more accountability within its ranks. … More than seven months later, half of them are back on the force. The other six firings remain under appeal.

I haven’t studied each of these incidents. So maybe a couple of these cops shouldn’t have been fired. But look at just two of these cases. In one, a cop sent an anonymous, taunting e-mail from a DPD computer to a neighborhood activist (Avi Adelman). In another, an internal investigation found that a cop had stolen stuff from the city’s auto pound. Both these cops got their jobs back.

How is Kunkle supposed to run his department–and make the city safer–when this happens?
