FLASHBACK: Topless bathing suits were again banned at Lake Cliff and White Rock beaches on May 8, 1936. Park Board member R. T. Shiels said there “seems to be considerable opposition to the abbreviated suits.” Shiels was speaking of bathing suits for males.
