THUMBS UP to Dallas Police Chief BILL RATHBURN for speaking his mind on two important issues. The chief scolded the city council in July over the 150 new hires the department had been promised, justifiably impatient that budget politics have delayed putting these officers on the street. And he called for a waiting period of 10 to 15 days for handgun purchases and an outright ban on the assault weapons, such as AK-47s. that have turned our streets into shooting galleries.
