Rangers Want to Be in New Stadium by 2020. “Our goal all along has been to get into the building by opening day of 2020. That gives us three more years in Globe Life Park. No More Smoking in Public Parks. Yesterday, the City Council approved a smoking ban for public parks, except for the gun-and-archery range owned by the city, municipal golf courses, and privately controlled parks such as the Dallas Zoo and the arboretum. This ban will go into effect March 1.
